 The top twenty of the national academic ranking of universities are announced in Russia

The winners of the first national academic ranking of universities are announced, though without rank specification.

The results of the first national ranking of Russian universities: Three Missions of Universities are announced. On July 11, Mr. Victor Sadovnichiy, Head of Russian Union of Rectors, Rector of Moscow State University, vocalized the results at the meeting of the Public Council of the Yedinaya Rossiya [United Russia] party’s project “Education Modernization”.

Three higher schools of Russia’s ‘Northern Capital City’ are on the list: St. Petersburg State University, Peter the Great St. Petersburg Polytechnic University, and University of Information Technologies, Mechanics and Optics [ITMO].

Five regional universities are also among the best, namely Kazan Federal University, Novosibirsk State University, Tomsk State University, Tomsk Polytechnic University, and The Ural Federal University named after the First President Boris Yeltsin.

The universities were assessed with 35 indicators which reflects three missions of universities in the modern world: “education”, “science”, and “universities and society”.

The international version of the ranking is to be prepared specifying the individual universities’ ranks. For this purpose, three dozens of foreign analytics are invited to participate. The ranking will be published in October.


Grants for vocational schools students

Twenty thousand rubles are to be paid monthly but, in the case the graduate does not work, she or he will have to pay money back.

Presidential grants will start to be awarded to vocational schools students. The Ministry of Education and Science is in the process of making amendments to the Decree.

As MK [news agency] is informed, the Ministry has been preparing amendments to the RF Presidential Decree on the Grants for Talented Students. According to the efficient legislation, only higher schools students of bachelor or specialist-degree programs may be awarded grants. In case the amendments are approved, the nominees of vocational schools will be added to the list. The amount to be paid will stay the same 20,000 rubles monthly during the whole period of study.

The main requirements are a talent, high efficiency and academic results. According to the explanatory memorandum to the draft law, it has to be academic competition or professional contest. Besides, the vocational school graduate must be employed  in his or her vocation in less than half year, otherwise she or he will have to pay money back of the pocket. The same requirement  is set for those who will leave the industry less than in five years. Moreover, the job must be found in Russia.

The Decree No. 553

The procedure for building the list of scientific and education organizations authorized to award academic degrees is defined. In accordance with criteria, about 45 education organizations and about 20 scientific organizations get the right to do so.

The Decree No. 553 of May 11, 2017, is published at the Government www-site.

According to the Federal Law FZ-148 of May 23, 2016, “On the amendments to the Article 4 of the Federal Law “On Science and State Sci-tech policy” (hereinafter referred to as the Federal Law No. 148-FZ), Moscow State University, St. Petersburg State University, and several other higher education and academic organizations complying with certain requirements, are authorized  to award independently the academic degrees of candidate of science and doctor of science, to establish dissertation boards and to define their responsibilities.

The list of such organizations (further referred as The List), its formation procedure, criteria for organizations to be enlisted are to be determined by the Government of the Russian Federation.

The Regulation to define the List formation is reinforced by the Decree.

The Regulation defines, in particular, the criteria for such organizations. Thus, organizations must have one or more dissertation boards and less than 1% revocations of dissertation board’s decisions on awarding a degree for 3-year period before the application is made.

Higher education organizations are to meet at least two of three criteria of research and development budget, number of publications in academic journals  indexed in the Web of Science database, number of students of magistrate and academic pedagogical post-graduate programs (post-graduate military courses).

The first literature TV Internet-channel  is launched

LitClub.TV, the first literature TV Internet-channel, is launched in Russia.

On May 24, 2017, LitClub.TV Internet-channel started broadcasting. LitClub.TV is a new project by the Russian Union of Writers offering authors new creative environment to express themselves and gain public recognition.

Today, LitClubeTv is broadcasted by three channels.


The single portal of personal data will become accessible in 2019.

Beginning in 2019, Russian citizens will get the possibility to check if they gave their passport data to  any organizations and to ban further data use by clicking the easy button. The www-site to control distribution of personal data is to be built and supervised by ROSKOMNADZOR (The Federal Service for Supervision of Communications, Information Technology and Mass Media).  This measure is envisaged by the “Digital Economy” Draft Program the Ministry of Communications forwarded to the Government in early May (Izvestia has got the copy).

Such resource is believed to abandon uncontrolled personal data acquisition.

On decrease of funding the RFBR projects in the humanities

The Council for Science of the Ministry of Education and Science of the Russian Federation expresses its concern with lowering financing of the humanities and social studies by the Russian Foundation of Basic Research and requests to allocate the fixed 15 per cent of the Foundation’s budget to these particular areas.  However, the Russian Foundation of Basic research disagrees to do so.

The Ministry of Education and Science Council’s stances:

"The Council calls the Russian Foundation of Basic Research to comply with the obligations taken by the Russian Federation Government when having merged the two foundations and to fix the share of 15% to the humanities and social sciences which corresponds with the ratio of the budgets of RFBR and Russian Foundation for the Humanities in 2016 (10.9 and 1.8 billion rubles, correspondingly), and to exclude decrease in funding the projects in the humanities and social sciences”, - the Council’s statement reads.

The Ministry of Education and Science chose another 22 base universities

The RF Ministry of Education and Science has published the list of 22 universities – winners of the base universities competition second wave.

According to the Ministry’s Press Service, the academic organizations were divided into two groups: The first embraces eight universities to be funded federally, and the second group to be financed by the regions.

«Each selected university faces the ambitious tasks of supporting the region, educating professionals it needs and developing its educational and scientific potential”, - Olga Vasilyeva, Russian Minister of Education and Science, said.

The federally funded group includes The Stoletovs State University in Vladimir, Murmansk Arctic University, R. Alekseev State Technical University in Nizhny Novgorod, Novosibirsk State Technical University, Siberian State Medical University of the Ministry of Health of the Russian Federation, State Universities in Tula and Cherepovets, P. G. Demidov State University in Yaroslavl.

Regional support is to be offered to Altay State University, B. B. Gorodovikov State University in Belgorod, Kemerovo State University, G. I. Nosov State Technical University in Magnitogorsk, Mari State University, Yaroslav-the-Wise State University in Novgorod, State Universities in Petrozavodsk and Pskov, Yuri Gagarin State Technical University in Saratov, state universities in Sochi, Tolyatti and Ulyanovsk, Pitirym Sorokin State University in Syktyvkar.

The former Minister of Education Dmitry Livanov announced the establishment of base universities in summer 2015. In October, the selection began for the contest that was provided in several stages.


EKSMO-AST enlarges its library

The largest Russian publishing holding group, EKSMO-AST keeps buying up domains of independent book online-retailers. Following the recent deal with, the holding group purchased domain including the Internet  book store of the top 10. The former owner’s suppliers had made claims for 43 mln rubles and filed a bankruptcy case.

The EKSMO-AST publishing holding purchased domain from the Internet-store founders, as "Ъ" was informed. Mr. Oleg Novikov, EKSMO-AST President, cleared it up that the deal didn’t include any equity purchase. “We were interested in the domain alone. It is a “speaking out”, simple domain relevant to our profile. Though, the price was rather high”, —he said while avoiding to disclose the sum of transaction. Mr. Novikov added that the former managing company was indebted to EKSMO-AST group and other publishers’, however the holding group could not assume any liabilities on them and had nothing to do with them.

The Internet bookstore was founded in 2008. In February, 2016, it offered 513, 000 titles and was among the top 10, according to ROSPECHAT (Federal Agency for Press and Mass Communication) report. In 2011, was co-owned by Eduard Mordukhovich and Minas Yerznkyan though later they withdrew from the company, according to Like Peter Shulenkov, today’s owner of, TK Kniga.Ru and Logistics companies, they headed Infotel, a communications provider, at varying times, while Mr. Mordukhovich has been still its Director General.

The RF Ministry of Culture and Mail.Ru Group signed memorandum of cooperation

Ministry of Culture of the Russian Federation and Mail.Ru Group signed memorandum of cooperation to develop information and communication technologies in culture, build favorable environment for personal improvement in the Internet environment, expand Internet-users’ access to the cultural content, and support dissemination of such content.

«We are interested in developing and supporting domestic leading in such a challenging business segment. On our part, we are open to ideas and proposals”, -- Minister Vladimir Medinsky said.

He added that joint work had already started. Over 2 million Internet users watched broadcastings from the Tretyakov gallery organized through Odnoklassniki social network (Russian Classmates analogue]. Thus culture and arts go far beyond the walls.

Within the framework of the memo, joint projects to promote cultural heritage and traditions of Russia’s nations and the coverage of the all-Russian movements, like Biblionight, Night in Museums, Movie Night, Night of Arts, and online broadcastings from theatres and museums, are planned.

Access to the international database

Russian academic and education organizations are to get access to the international Web of Science database since April 1, RF Minister of Education and Science Olga Vasilyeva said. Connecting to the database will enable Russian universities and research organizations to cooperate as an equal with world science leaders.

"This year, the Ministry will open the access to the international Web of Science database for all state scientific and education organizations independently of their departmental subordination. Today, we have been acquiring data necessary for connecting them, and beginning on April 1, the operator — Russian National Public Library for Science and Technology — will start to provide the access. We also hope to take a decision on providing access to full-text collections in the nearest future ”, — Olga Vasilyeva says.

She reminds that last year the Ministry tested centralized subscription to digital information resources when about 500 scientific and education organizations got access to 22 full-text collections of world leading scientific publishers. Besides, 270 organizations had access to the Web of Science database, and 120 organizations — to Scopus database. According to the Minister, the state sector of science comprises about 1.6 thousand scientific, research, and education organizations.

“To keep connected a limited number of organizations means information inequality which puts the barrier to flexibility and cooperation in science”, — the Minister noted. Connecting to the international database will enable Russian universities and research organizations to cooperate as an equal with world science leaders and to observe the whole landscape of research findings, to orient in their Russian and foreign colleagues’ current work.

Vasilyeva adds that  the Ministry of Education and Science together with the Federal Institute of Industrial Property, opened access for Russian scientists, researchers and engineers to over 120 mln. entries of patent information. From now, they will get the opportunity to access this resource from their tablets or cell phones.

International abstract databases Web of Science and Scopus comprise data on scientific and research publications and patents. They include cross citation, search options and options for bibliographic information analysis and exchange. The databases cover publications in natural and social sciences, technologies, and the humanities.
