The Universities of Russia and France shared experience in implementing national programs to support leading higher education institutions

On November 9, within the framework of the Joint Russia-France Committee’s for Science and Technological Cooperation 11-th session, the meeting of Russian universities — members of the federal university competitiveness program (Project 5-1000) and France’ research universities involved in the similar program Quality Initiatives being implemented by France’ Government was held at the Ministry of Higher Education, Research and Innovations of France.

On the Russian side, representatives of Moscow State University, Novosibirsk State University, Higher School of Economics, People’s Friendship University of Russia, NUST MISIS (Moscow Institute of Steel and Alloys), RANEPA (The Russian Presidential Academy of National Economy and Public Administration) attended at the meeting. On the French side, the universities Paris-Saclay, Paris—The Natural Sciences and the Humanities, Paris-Est Créteil, Nice-Cote d’-Azur, Aix-Marseille, , Bourgogne, Franche Comt, Lorraine, Nante, and Pau — i.e. the program members representing the core education and training vectors in France, took part in the meeting.

TheRussianandFrenchparticipantssharedtheirexperienceinimplementingnationaluniversitysupportprograms, discussedthepossibilitiesforpartnershipprogramsandprojectsforeveryeducationlevel. The French universities showed their interest toward the Russian Government Project The Education Export with the prospect to expand academic exchanges between leading universities of the two countries.

Leading Russian universities and employers have presented the first professional students’ Olympiad

On October 9, the presentation of the first professional students’ Olympiad “I Am Professional” was held at TASS News Agency press center. The project was introduced by Pavel Zenkovich, Deputy Minister of Education and Science of the Russian Federation; Alexander Shokhin, President of the Russian Union of Industrialists and Entrepreneurs; Alexander Rudik, Head of  the Committee for Professional Education and Training, Business Russia All-Russian NGO, Yaroslav Kuzminov, Higher School of Economics Rector; Vladimir Vasilyev, rector of University of Information Technologies, Mechanics and Optics; Elena Bunina, Yandex HR Director, and Alexey Shapovalov, Vice President of Prosveshcheniye Management Company.

“I Am Professional” serves for social lift for gifted and ambitious young people. Its mission is to make it possible for students from Russian regions to continue their learning in the best Russian higher schools and universities and to start career in leader Russian companies.

The Olympiad was organized by the Russian Union of Industrialists and Entrepreneurs and Business Russia in collaboration with 10 universities:  Higher School of Economics, Russian Presidential Academy of National Economy and Public Administration, Moscow Institute of Physics and Technology, Sechenov Moscow State Medical University, Moscow State Pedagogical University, University of Information Technologies, Mechanics and Optics, St. Petersburg State University, Tomsk State University, The Ural State University, Tyumen State University, with Yandex Company as a technology partner, and in partnership with Prosveshcheniye Publishers.

This year, the Olympiad was held in 27 disciplines — from maths and machine engineering to design and journalism. The cases had been developed by researchers and professionals working for large state and privately-owned companies.

The higher education is to be applied. Many companies have been complaining about unreality of graduates’ competences that do not meet employers’ needs. Therefore we have attempted to make the Olympiad practice-oriented to the maximum. Accomplishing the tasks, the students will to see if their knowledge meest the market demand”, — Alexander Shokhin, President of the Russian Union of Industrialists and Entrepreneurs said.

The business program of the Russian Ministry of Education and Science at the Open Innovations Forum to unite researchers, businessmen and students

Within the framework of the Sixth Moscow International Open Innovations Forum, the Ministry of Education and Science of the Russian Federation held the vast business program.

On October 17, on the second day of the Sixth Moscow International Open Innovations Forum, the Ministry of Education and Science of the Russian Federation, within its display, held master classes, discussions and presentations.

Sergey Matveev, Director of Science and Technologies Department of the Ministry of Education and Science, took part in the stand discussion “Robot as a composer, artificial intellect as a poet. New types of copyright”, where new intellectual property subjects were discussed. These intellectual properties are supposed to become of high demand and recognized in the digital world due to high level of industrial computerization and robotiс automation, and the need to solve production and creative problems related to artificial intellect.

The presentation session delivered by the universities participating in the display enabled visitors to get deeper understanding of the solutions, to gain support of expert organizations, investment foundations, and to attract businesses’ attention to current and prospective technological tasks.

Secured school textbooks: Hologram labels on Prosveshchenie Publishers’ products

Prosveshchenie Publishers is the first academic publishers’ to put hologram stickers to secure its publications. This project is a successive measure the Publishers undertakes to prevent faking its products. For many years, the Publishers, in collaboration with RF law enforcement institutions, has been struggling with book pirates to clear the market of counterfeit products.

Publishing and dissemination of fake learning materials have been copyright law violation and endangers students’ health as these products usually do not meet sanitary and health standards. Hologramlabelingisanextrameasurebeingtakentopreventproductionanddisseminationofcounterfeitpublications. The stickers 3х2 cm read “Prosveshchenie. Quality standard” and have several levels of protection, e.g. the internal image of Prosveshchenie logo. As a pilot project, the hologram stickers can be seen on literature reading workbooks for grades 1-4, by Boykina M. V. and Vinogradskaya L A.

«The base content of school textbooks must be the same throughout the nation»

In her exclusive interview to RT, the RF Minister of Education and Science Olga Vasilyeva talked about priorities in the education system development for the nearest future, on the project of basic textbook lines, and on how today students differ from earlier generations, and what opportunities are available for them due to the advance of science.

— President Vladimir Putin has authorized to build integrated education space. Couldyoupleaserevealwhattheconceptis?

— Thank you for this very important question. During every period of our history, education has always been in the focus of governments and citizens, because there is no one who is not connected with education. Indeed, the problem of integrated education space is linked directly — and has always been — with the national security. We must be aware whom we teach, whom we educate and who are to inherit the country. Today they are children and students, and tomorrow they will be citizens responsible for our state.

The concept of the integrated education space comprises several vectors. However, the most important is what we mean by “guidance” [“vospitanie”]. Because education means teaching and guidance; it’s a duality, you cannot separate one from another that easily. In simple words, why do we need this initiative? — To be aware that a kid moving from one school to another , say, would open maths textbook, and start reading from the same paragraph where s/he finished in his/her former school.

The base content must be the same for the whole nation; it must be high-quality, accessible and free.

Introduction of the integrated education space has to be built in several stages. The first stage is, of course, developing the content— that is what and how we will be teaching. There were standards we were well aware of, quite good for their days. However, each epoch requires updates. Speakingabouteducationcontentwehavetodefinethecoretobetaught.

The federal funding of 355,861,6 rubles to support regional mass media are incorporated  into the budget of  ROSPECHAT [Federal Agency for Press and Mass Communications]: the intended item 23 2 02 96491 «Federal support of mass media” within the framework of the Russian Federation Government Program “Information Society (2011 – 2020)»

ROSPECHAT received approx. 1,200 applications for socially important project in mass periodicals.

ROSPECHAT Expert Board held 4 meetings.

The federal funding of 355,861,6 rubles is allocated for 847 projects (70.6% of the applications) in 637 periodicals being published in 66 subjects of the Russian Federation.

Regional mass media:
- 538 periodicals (741 projects) make 84.5% of the approved projects
- 300 m rubles — 84% of the whole amount of state funding
- an average subsidy - 560,000 rubles

Federal mass media:
- 99 periodicals (106 projects)
- 55.8 m rubles (55,861,600 rubles)
- an average subsidy —563,600 rubles

The subject scope of socially important projects in mass media comprises promotion of patriotic education, celebration of memorable dates in the national history, etc. Among these projects completed by printed media, mostly, regional and local periodicals, 178 have got the government funding, according to ROSPECHAT Expert Board/


Springer Nature

The Ministry of Education and Science of the Russian Federation has made the decision on providing subscription to digital books by Springer Nature publishers’ for Russian researchers.

Over 350 academic and research organizations having access mainly to journals will get access to all digital book collections published by Springer Nature in 2011-2017. The books are of great importance to national research and education organizations because of the hottest scientific and academic content.

Subscription is to be organized within the framework of the Strategy for Scientific and Technological Development in the Russian Federation that comprises providing Russian researchers with the access to foreign databases.

Moscow State University is on the top-100 Shanghai university list ASWU-2017

Moscow Lomonosov University is among the top-100 universities in Shainghai ranking of universities for 20174 and the two more Russian universities, namely St. Petersburg and Novosibirsk State Universities, are among the top-500 ranked universities, Russia Today World Information Agency reports.

Academic Ranking of World Universities (ARWU) is published annually since 2003 embracing the best 500 universities worldwide. The ranking is based on several indicators, e. g. number of alumni and lecturers – Nobel prize-winners and Fields Medalists, number and citation of publications.

Every year, over 1.3 thousand universities are ranked, among them the  top-500 world universities. This year, along with the top-500, Shanqhai Ranking Consultancy company has published the list of universities coming in the places 501—800 that are the candidates for the top-500.  The RT Social Navigator project has presented the Russian version of the ranking.

“Three Russian universities are in the top-500 Shanghai ranking 2017: Moscow, State University, St. Petersburg State University and Novosibirsk State University. Once again, the Moscow State University has appeared to be the best Russia’s university and  the 93-th best university in the world”, -- the agency quotes ARWU head.

According to the publication, St. Petersburg State University comes in the 345-th and Novosibirsk State University – the 443-th.


The Third All-Russian Forum 'Science of the Future is Science of the Young’ comes to the end in Nizhny Novgorod

The Forum gathered together over 500 participants representing 300 universities and academic organizations of the Russian Federation, the Press Service of the Ministry of Education and Science of the Russian Federation.

The Forum was held on September 12-14, 2017, on the premises of the National Research N. I. Lobachevsky State University in Nizhny Novgorod . Grigory Trubnikov, Deputy Minister of Education and Science of the Russian Federation took part in the Forum.

Forum participants attended presentations made by sci-tech, innovation foundations and development institutes, “The Support Programs”, among them Russian Foundation for Basic Research , Russian Science Foundation, Open University Skolkovo,  Applied Research Foundation, Foundation for Perspective Research, Innovation Support Foundation, reported on for the Innovation Support Foundation’s program “Umnik” [“Wisehead”] were presented. All the projects were recommended for the final stage of the “Wisehead” contest.

Within the Forum framework, All-Russian competition for Lobachevskн Robotics Cup was held with 37 teams participating. Winners in three nominations were selected, and master class in robotics was held for those interested in robotic technologies.

The annual All-Russian contest of graduate and post-graduate research works took place, too.

The digest of participants’ theses is to be registered in Russian Science Citation Index (a scientometric database) and published on eLibrary www-site.

On September 13, in Shēnzhèn (China), the ceremony of opening the first year at the joint Russian-Chinese university – Shenzhen MSU-BIT University was held.

The ceremony was attended by Olga Golodets, Russian Federation Vice Premier, and Liu Yandon, Vice Premier of the People’s Republic of China, who read the welcome letters by the leaders of the two countries, Russian President Vladimir Putin and the Chairman of the People’s Republic of China Xí Jìnpíng. Pavel Zenkovich, State Secretary-Deputy Minister for Education and Science of the Russian Federation, Victor Sadovnichy, Rector of Moscow State University, Zhao Ping, Rector of the Joint Russian Chinese University, and Hu Haiyan, Rector of Beijing Institute of Technology took part in the ceremony.

«I am sure that establishing the Russian-Chinese university on the base of the two highly-respected universities will serve to strengthen friendship and mutual understanding between the nations of our two countries, and the graduates will be in high demand not only in Russia and China but also worldwide”, — President of the Russian Federation wrote in his address.

Russian President thanked heartily all those who had contributed to establishing the university and wished every success to the faculty and the students.
