Federal Education and Science Supervision Agency founded Federal Institute for estimation of education quality
Federal Institute for estimation of education quality was founded in accordance with the order of Sergey Kravtsov, Head of Federal service for control in the sphere of education and science, on the base of Information and methodical center of analysis, subordinating to Federal Education and Science Supervision Agency.
Amendment of status of the organization expands the range of its tasks that will include:
- monitoring quality of different levels of education: preschool education, in lower grades of school, basic and secondary levels of education;
- estimation of effectiveness of education institutions and effectiveness of activity of education systems;
- research in the sphere of professional education;
- research of teachers’ competencies;
- participation in diagnostic procedures of education achievements;
- participation in organization and organization of international comparative research of estimation of education quality;
- information and technological and methodical support of test center in the subjects of the RF.
To realize these tasks it is planned to create integrated automated information system for evaluation of education quality, develop integrated system of indexes and figures of evaluation of quality of all levels, create and develop bank of metrical materials for monitoring research, on the base of Federal Institute for estimation of education qualityб together with Federal Institute of Pedagogical Measurements, Federal Institute of Tests and other organizations.
Ministry of education and science makes the list of publishing houses having right to edit textbooks
Scientific and methodical council for textbooks of Ministry of education and science of Russia creates the list of publishing houses issuing textbooks.
According to the press service of Ministry of education and science, selection of the organizations for the list of publishing houses editing textbooks was the vital issue in the agenda of the regular meeting of Scientific and methodical council. From September 1 to October 9 organizations could apply to be included in the list: in total there were 93 applications.
Such list is caused by necessity to put things right in the sphere of textbooks.
Thus Natalia Tretyak, First Deputy of Minister of education and science of the Russian Federation, highlighted that the publishing houses that edit so-called «textbooks with solutions» can not be included in the federal list of the organizations editing textbooks.
Natalia Tretyak also highlighted: «The situation when school purchases «textbooks with solutions» for state money that contain only solutions for exercises without methodical explanations is inadmissible. Such editions can not be approved as a part of education process as they absolutely kill motivation to research materials and replace education process and control of its quality with simple cheating».
After examination of the inspection results Scientific and methodical council by voting recommended to allow 91 publishing houses to participate in the selection of organizations editing textbooks.
National Nuclear Research University, Moscow State University and Novosibirsk State University are in the top 100 of THE rating for physical sciences
According to Wednesday message of the press service of Ministry of education and science, three Russian universities - National Nuclear Research University, Moscow State University and Novosibirsk State University - are in the top 100 of THE rating for physical sciences.
The message informs: «Times Higher Education presented the rating of universities for physical sciences. Three Russian universities are in the top 100».
According to the Ministry, the best result in the rating among Russian universities belongs to the participants of Project 5-100 - National Nuclear Research University that is on the 36th line, MSU is on the 59th line and NSU is on the 86th line.
According to Alexander Povalko, Deputy Minister of education and science, first of all subject ratings are very important for the prospective students, as they use them to chose a university for their profession. Phil Baty, Chief editor of Times Higher Education rating, told: «Russia with its three universities that are in the number of top of the range world universities again, approved its strong positions in the sphere of physical sciences».
Mr Baty highlighted National Nuclear Research University separately, that is in the top 40 this year.
Moscow State University offers to found Association of scientific and education centers of BRICS countries
Viktor Sadovnichy told on Monday at the opening ceremony of BRICS Global university Summit: «MSU offers one more public initiative - to found Association of scientific and education centers of BRICS. Organization of work shall be based on the principles of respect and partnership».
According to the Rector MSU, it is supposed to create secretariats of new international structure in each country, and the Council of co-chairmen should be headed by the representative of the country chairing in BRICS.
Mr Sadovnichy told: «I’m sure that initiatives of BRICS Global university Summit shall become a significant support for our countries in terms of strengthening longterm strategic cooperation», and specified that International rating of BRICS universities could be one of the first projects of the Association.
Anatoly Torkunov, Rector of Moscow State University of foreign affairs, supported the initiative of MSU about formation of new principles of universities rating. He told: «It can join our universities for our common goals».
BRICS is an informal interstate union of Brazil, RF, India, PRC and RSA. Total number of citizens of BRICS countries is 2,83 billions of people (42% of the whole world). Russian universities are in the top list of QS rating
Analysis was made among representatives of developing countries of Europe and Central Asia.
QS rating of the best universities of the world announced «branch» report about the best universities of the developing countries of Europe and Central Asia - QS University Rankings: Emerging Europe & Central Asia (QS EECA). The rating is made for two consecutive years now.
Under the results of 2015 Russian universities have the first and second lines - they are M.V. Lomonosov Moscow State University and Novosibirsk State University correspondingly. In total there are 4 universities in the top 10 and 23 universities in the top 100 that showed the best result among 20 countries including Turkey, Czech Republic, Poland etc.
Among Russian universities there are 7 participants of Project 5-100 according to which 5 Russian universities shall enter the top 100 of the best universities of the world. In total 150 universities participated in the rating.
Mosgortrans (Moscow Transport Agency) plans to install free Wi-Fi in above-ground transport
According to message at State purchases portal, Mosgortrans will allocate more than 411 mln RUR to instal and lease equipment and provide work of Wi-Fi in Moscow buses, trolleybuses and trams.
In accordance with the Terms of reference, are of radio signal shall make not less than 20 meters. Each wireless access point shall provide simultaneous work of not less than 50 users.
Before it was informed that first buses with free Wi-Fi could appear in Moscow till the end of the year. 8 000 transport units will be included in the project.
Tender applications are accepted till November 5, and digital auction is to be on November 11. Term of services rendering shall make 5 years. And equipment shall be mounted within 12 months from the moment of conclusion of the contract.
Four Russian universities are in U.S. News & World Report Focus rating, two of them are the leading universities of Project 5-100.
To appear among the ranged universities of U.S. News & World Report rating, a university should be in the top 200 under the results of Academic Reputation Survey that is organized by Thomson Reuters Company annually. The number of scientific publications in scientific magazines indexed in Web of Science database for 5 years is the second criteria.
This year Russian Universities are placed in the Focus Physics rating as following: MSU is on the 23rd line, National research nuclear University is on the 127th line, Novosibirsk National research state university – on the 170th, and St. Petersburg state university – on the 241st line.
Also National research nuclear University, member of Project 5-100, is on the 20th place in the world for share of publications of international co-authoring.
U.S. News Best Global Universities rating reflects reputation in scientific society, publication activity (books and conference materials are counted separately), joint research with foreign scientists, conferment of scientific degrees by universities and other factors, in total there are 12 of them. Data for index calculation are taken from InCites – it is an online tool for evaluation and comparison of scientific organizations and researches on the basis of sciento-metrical information of Web of Science data base. Each university has its own profile webpage at usnews.com , where all 12 indexes are indicated.
Online education can be equal to full-time in Russia
In accordance with the materials of the edition, Ministry of education and science prepares normative base according to which the students after remote study of any course or subject could present their results in educational institution and it should accept them.
It is highlighted that many leading world universities use online education and launch them in education process actively for a long time already. According to the Department, such period allows a university to be competitive at the world market of education services.
In accordance with the information of the edition, Ministry of education and science support development of online education highlighting that it assists a student to build an individual education program and allows getting additional professional knowledge in the chosen sphere.
It is also highlighted that online education is to add and expand classic format of education but not to replace it entirely.
List of top 500 schools of Russia is announced
Leading public servants and experts in the sphere of education announce the top list
St. Petersburg “Presidential lyceum №239 for physic and mathematics”, Saransk “Republic lyceum for talented children” and Moscow “School №57” are on the first three lines of top 500 Russian schools 2015.
Moscow center of continuous mathematical education with information support of project “Social navigator” of International News Agency “Russia today” and “teacher newspaper” supported by Ministry of education and science of the RF prepared the top list of 500 best schools of Russia.
The schools from the list showed high educational results in 2014-2015 school years according to Basic state exam (BSE) for nine-year-pupils and academic competitions results. Percentage of nine-year pupils who passed BSE in Moscow, Kaliningrad, Republic of Khakassia, Tambov and Lipetsk regions is higher than others’ from the list. “Presidential lyceum №239 for physic and mathematics” (St. Petersburg), “Republic lyceum for talented children” (Saransk, Republic of Mordovia) and Moscow “School №57” (Moscow) are on the first three liens of top 25 of schools in 2014-2015 school years. Moscow, St. Petersburg, Tatarstan, Chelyabinsk and Moscow regions are leaders of top 500 with number of schools from regions. Schools of Crimea and Sevastopol are in the list of “best schools of Russia” of 2015 too.
Nobel award for literature
None of Russian language writers received this award since 1987
Sara Danius, New permanent secretary of Swedish Academy, announced the name of the laureate of the Nobel award in literature of 2015. Academicians adjudged the prestigious award to Svetlana Aleksievich, Belorussian writer and journalist, “for vociferous sounds of her prose and remembrance of suffering and courage”. Solemn awarding ceremony shall take place in Stockholm on December 10.
Thus the forecasts of the bookmakers who called Svetlana Aleksievich the most probable applicant to receive the Nobel award in literature, became true. Also among the favorites there were Haruki Murakami, Japanese writer and translator, and Ngũgĩ wa Thiong'o, writer and play writer from Kenia, who now lives in USA, who, together with other 195 applicants, in the result were left behind by Belorussian writer and journalist. The amount of the award of 2015 made 8 mln of Swedish crowns – more than 950 000 USD.
Svetlana Aleksievich was born in Ukraine and now is a citizen of Belarus, she lives in Minsk and widely famous with her books written on the borders of fiction and non-fiction: “War is not of woman’s face”, “Chernobyl prayer”, “Zinc boys” and “Second hand time”. By the way Svetlana Aleksievich could receive one of the most reputable international awards in literature in 2013, but then the award was received by Alice Munro from Canada.
