Members of the Ministry of Education and Science Council discussed draft Federal State Education Standard
On March 21, the Ministry of Education and Science of the Russian Federation held the meeting of the Ministry’s Council for the Federal State Education Standards (FGOS). The meeting was chaired by Sergey Kravtsov, Council Chair, Deputy Minister of Education and Science, Head of the Federal Service for Supervision in Education and Science. Olga Vasilyeva, Minister of Education and Science of the Russian Federation, took part in the meeting, too. In her opening speech, the Minister said, that “the new version of the Federal State Education Standard for primary and basic general education has been the product of hard work within the framework of the execution of the Presidential instruction made to define FGOS basic content for compulsory part of the general education curricula and to provide for the unified education space on the territory of the Russian Federation”. The Minister explained that while aimed to improve the effective FGOS, the general concept had not been changed, the structure and the aggregate requirements towards the results of basic education programs, were kept intact.
“Renovating FGOS is aimed not at any structural changes but at adding basic content, essential minimum of knowledge every student must obtain in every discipline. We have got the Presidential instructions on building the unified education space, and the work is focused on three subjects: that is, standards, textbooks and textbook expert evaluation, which are all interrelated. I would stress that adding basic content to the standards is not to prevent teachers or students to deepen and widen knowledge in a discipline, but establishes the essential minimum for further development”, — Olga Vasilyeva said.
She also emphasized that “the changes will be made only in the mandatory part of basic curricula. Therefore the schools will stay free and independent in establishing their elective part to be chosen by education stakeholders”.
The Minister confirmed that over 300 professionals had been developing the draft FGOS, among them representatives of the Russian Academy of Science, Russian Academy of Education, Moscow Pedagogical State University.
— For the first time, the draft FGOS was discussed with children participating in the regional stage of the All-Russia School Olympiad, — Vasilyeva added.
