The Council of Federation discussed the draft law «On science, sci-tech and innovative activities in the Russian Federation”
On March 20, the Council of Federation held the readings of the draft federal law «On science, sci-tech and innovative activities in the Russian Federation”. The meeting was chaired by Lilia Gumerova, First Deputy Chair of the Council of Federation Committee for Science, Education and Culture. Grigory Trubnikov, Deputy Minister of Education and Science, delivered a keynote paper.
In his speech, Grigory Trubnikov reminded the audience that in 22 years since the adoption, over 20 correcting amendments had been made to the current law on science (The Federal Law No. 127 “On science and state sci-tech policy” of August 23, 1996). Trubnikov said that the draft law developers had had to create a critically new document to promote the Strategy of sci-tech advance of the Russian Federation and also to build «relevant interaction of science, economy and society”.
The Deputy Minister emphasized that the draft law introduced the concept of providing maximum transparency of financing the research, sci-tech and innovative activities, conceptualized the role of key players in science and offered fundamentally new approaches to measure their performance.
— For the first time, it is proposed to establish the status of intellectual commercialization centers as business incubators and business accelerators, — said GrigoryTrubnikov. He added that the draft law also considered a special role of the Russian Academy of Sciences in promoting new Russian science.
