Online broadcast of meeting with Heads of Ministry of Education of the Russian Federation
July 5, 2012, 5pm, Dmitry Livanov, Minister of Education and Science of Russian Federation, presents new team of Ministry of Education and Science. Deputy Minister Alexander Klimov, Alexander Povalko, Igor Remorenko, Natalia Tretyak and Igor Fedyukin will take part in the meeting. Yandex is the “chef button” in Russia
There is a new leader at the Russian media market. Now Yandex and not Channel One is the “chef button” of Russia. Web portal has bigger audience that any separate TV channel does.
As it was estimated by TNS Analytical company (audience of 12-54 years old from towns of more than 100 000 citizens) in April Yandex was visited by 19.1 mln persons per day, and Channel One was watched by 18.2 mln persons per day. Channel One is the most popular Russian media resource in Russia, and it was outrun by internet portal for the first time.
Yandex and Mail.ru almost reached Channel One in weekly audience (they didn’t gain only 0.7 mln and 1.2 mln persons correspondingly to reach the channel’s result). The most large gap between the cannel and the websites is in monthly audience: at least 41.4 mln persons watch Channel One during one month, that is for 8.2 mln people more than of Mail.ru and 8.7 mln – than of Yandex.
The gap between audience of all the channels and the whole runet is decreasing rapidly also. According to TNS, 30.5 Russian citizens used Internet in April, than is 1 mln less than of those watching TV.
The main TV advantage today is endurance of watching. TNS specified that Channel One is watched for more than two hours per day, and Yandex is visited just for ten minutes only.
The RF Government affirmed the list of foreign universities diplomas of which will be acknowledged in Russia without expertise. The list contains 210 institutes from 25 countries.
The largest part of universities is American (66) and British (30) universities. According to Rossiyskaya Gazeta newspaper, the universities of these very countries are the most popular among Russian citizens. There are also 13 German and 11 Chinese universities in the list plus universities of Singapore, Denmark, Japan, RSA, Italia and other countries.
Graduates of the universities that are not in the state list will have to confirm their diplomas for further study or work in Russia. This procedure costs 4 000 RUR and it is called nostrification. It takes four months and requires many certificates and documents to be provided.
10 Russian Universities took part in Education Exhibition in India
Opening of Annual Exhibition of Russian Higher Education took place in the Russian Center of Science and Culture in New Delhi on May 17.
The purpose of the Exhibition is to promote interests of Russian higher school at Indian market including admission and studying, and development of Russian-Indian inter-university cooperation. Ten Universities from seven Russian towns including frequenters of the Exhibition - Peoples' Friendship University of Russia, Moscow Power Engineering Institute, Volgograd State Medical University and Tver State Medical Academy, took part in the Exhibition organized by the Representation of Russian Cooperation in India and Russian Center of International Education (RCIE).
Dr. Prasanna Kumar Patasani, Deputy of the House of the People of Parliament of India, Director of Institute of Political Sciences, Mikhail Vorobiev, Deputy of Consular Department of Russian Embassy in India, and Kamruzzaman Saed, Director of Russian Center of International Education, Deputy Dean of International faculty of Tver Academy.
Fedor Rozovsky, Head of Representative of Russian Cooperation in India, speaking on behalf of the organizers of the Exhibition highlighted that of Russian Center of International Education and Russian Embassy in India give support to the Indian candidates for commercial and government-subsidized studying in Russian universities. They are consulted on the issues of studying in Russia, assisted with preparation and legalization of documents.
During its visit to New Delhi the delegation of Peoples' Friendship University of Russia headed by Micael Davtian, Dean of Faculty of Economics, will visit the largest university of India – Jawaharlal Nehru University – and will take part in negotiations about development of intercommunication stated in the Cooperation Memorandum.
After visiting the capital of India the representatives of Russian education will go to South and West regions of India, Chennai and Mumbai, where they will conduct large exhibitions and presentations of their services in Russian Center of International Education. This information campaign will last in Kolkata, Jaipur, Thiruvananthapuram, Coimbatore, Madurai and Ahmedabad for two months.
Medicine is still the most popular specialization among Indian students. According to Kamruzzaman Saed, Russian universities offer India new services and educational forms to stay competitive. Thus Tver State Medical Academy invites Indian professors for its upppergraduates who help them to prepare for the exams. And Peoples' Friendship University of Russia entered the market with the program of Master education in English of wide range of specialities.
More than 150 graduates of Delhi schools and students visited the Exhibition during the first day.
Head of Ministry of Education and Science of the RF offers to decrease the number of government-subsidized students
In his interview to Rossiyskya Gazeta newspaper on day before his appointment to the position of Minister of Education and Science of the RF Dmitry Livanov mentioned that they have to decrease the number of government-subsidized students but not the number of universities in Russia.
He told in the interview: “The number of universities isn’t the point. The question is about the number of government-subsidized students studying there. I think this figure can be reduced in two times, and financing for the rest place will be increased”.
According to him, for example, in Russia there is no need in “too many” engineers now, but there are thrice as much places in universities as it was before.
Dmitry Livanov told: “It is obvious that there should be less places but the cost for one student shall be higher – not 60 000 as now but 200-250 000 RUR. As we leave common free higher education behind, there be schemes that will help to attract valuable skilled workers to factories. Let’s take education loans, for example. If good education costs much and a student has to pay for it, he could take out a loan, and a future employer will pay it back in exchange for liabilities”.
Before appointment of Dmitry Livanov the Ministry was headed by Andrey Fursenko. His name is connected with introduction of Uniform State Exam, new educational standards and normative per capita financing. Creation of national research universities, mega grants for leading scientists and expansion of competition procedures in the sphere of science are associated with him more rarely.
Results of Year of education, Science and Innovations in Berlin
The results of the Russian-German Year of education, Science and Innovations under the slogan “Ideas partnership” were presented at the solemn meeting in the capital of the Federal Republic of Germany. Andrey Fursenko, Ex-Minister of Education and Science of the RF, and Annette Schavan, Federal Minister of Education and Research of the Federal Republic of Germany, participated in the event.
Start of the Russian-German Year of education, Science and Innovations during which dozens of events took place in both countries, was on May 3, 2011 in the Lomonosov Moscow State University. At the formal opening ceremony it was highlighted that such an event is a part of old common tradition and evidence of great interest of both countries in cooperation. Both parties, Russian and German, mentioned that however deep was the history of relations of these two countries, the regard of the Year of Science goes on future.
So it shall be considered not as a culmination moment but firstly as a push for realization of further projects and cooperation.
Vladimir Grinin, Ambassador of the Rf in Germany, highlighted in his greeting speech for the International Fair Exhibition of Education services StudyWorld 2012 couple of days ago that this Year “was an important impulse for cooperation of two countries” which “will be continued at the new level of the Year of Russia in Germany and the Year of Germany in Russia”. Education and scientific research in Russia was the main subject of the exhibition.
The diplomat mentioned: “The slogan of these “crossing” years is self-explanatory: “Russian and Germany building future together”. He supposes that “today the greatest success in the sphere of education can be reached only by close cooperation with leading countries, and Germany, no doubt, is among them”.
According to Georg Schütte, Official Secretary of the Ministry of Education and Scientific research of the Federal Republic of Germany, “impulses of the Russian-German Year of education, Science and Innovations shall be used and developed by task-oriented events together with leading German scientific and research organizations”. He supposed that optical and nano technologies, increase of effectiveness of use of energy resources and research in the sphere of health service will be prioritize.
Events devoted to completion of the Russian-German Year of education, Science and Innovations will take place in coming days in the Russian House of Science and Culture in the center of the German capital.
Rectors, students and deputies rely upon the new Head of the Ministry of Education and Science of the RF
Dmitry Livanov, Rector of National University of Science and Technology "MISIS" (former State Technological University "Moscow Institute of Steel and Alloys"), was appointed the Head of the Ministry of Education and Science of the RF by the order of the President of the RF signed on Monday.
Dmitry Livanov, the Ministry of Education and Science of the RF, shall realize expectations of Russian scientists for more effective cooperation of the Russian Academy of Sciences and the department, hopes of students for job placement after graduating from universities, and wishes of universities’ rectors to create unique system of estimation of education quality. The State Duma reckon upon serious team work with the new Minister.
Dmitry Medvedev: “Five Russian Universities shall enter the world top 100”
Dmitry Medvedev, President of the RF declared at the session of the State Council that five Russian Universities shall enter the world top 100.
He told: “Not less than five Russian Universities shall enter the world top 100. It will symbolize the upsweep of our education”.
It March news about the fact that none of the Russian Universities entered the annual World Reputation Rankings of Times, British newspaper, caused great public interest. The rankings was made by Times Higher Education, influential supplement of Times newspaper in the sphere of education, through the offices of Information Group Thomson Reuters and Ipsos Media, opinion polling service. Last year MSU was the only Russian University in the top 100 (33 place). It is not in the list this year.
Experts commented that foreign rankings do not take Russian system into consideration frequently.
Dmitry Medvedev also mentioned that “education is better for protection of freedom than the army”. He also called to make culture more available for the majority basing on the regions’ experience.
International Festival of Russian Culture and Science took place in Switzerland
The 5th International Festival of Russian Culture and Science took place in Geneva. The idea of its foundation was born in the International Center of Lomonosov Moscow State University which settled in Switzerland near 10 years ago. Its students and graduates – is the main organizing center of the festival. The program includes traditional theater “Evenings of Shchukin Theater Institute” and scientific conference “Lomonosov in Geneva”.
From Malagnou street, 200, if the weather is fine, you can see Mont Blanc - the highest peak of Alps. Russian Culture Center will be built here, near the border between France and Switzerland, in two years. Space of 25 000 sq.m is being prepared for it.
Tamerlan Gasanov, Director of International Center of Lomonosov Moscow State University, told: “There will be a center for culture and education, and a Russian theater and galleries also”.
A team of Russian and Swiss architects discusses different variants of design decisions by order of the initiator – Lomonosov International Center. Some of the variants were already rejected.
Now here is a campus for students-actors of the Lomonosov International Center. But they joke ере they live in their University in the center of Geneva at Rue de Berne. They study dramatics in the university laboratory with the professors of Shchukin Institute. Upstairs professors from MSU teach lawyers, ecologists and economists. The Center was founded as an international and juridical program at the Moscow State University.

Ministry of Education and Science of Russia organizes exposition at the International Forum where scientific developments and researches being the results of federal grant program “Researches and developments of priority development areas of scientific and technological complex of Russia for 2007-2013”.
Exposition of Ministry of Education and Science of the Russian Federation will present development results of Russian Hi-Tech complex based both on Energy Hi-Tech sector and on the ultra-new technical novelties being developed recently: nano-technologies, biotechnologies, gene engineering, new technologies for human health and increase of expectation of life, ultra-quick acting intellectual information nets and systems etc.
47 organizations participating in the federal grant program “Researches and developments of priority development areas of scientific and technological complex of Russia for 2007-2013” will be presented at the exposition.
